That's literally how EA works too - the community enables it by buying even the lowest quality shit. We all know Kits are cash grabs but enough people buy them so EA keeps putting out more of them instead of Game packs/EPs that would contain some actual gameplay. I never buy the kits just wait for the base game compatible versions and grab those if it's something I'd actually like. Those are handier to me since I can pick and choose what to keep and delete the stuff I'd never use.
