For me, it's not the prospect of revisiting older content that pisses me off. I wouldn't mind paying $5-10 dollars for new content to be added to older packs. For the price of coffee and burger at McDonalds, a paid pack refresh would be worth it because I would play with an older pack that I probably haven't played with for a while and get more out of the original pack purchase.
What pisses me off about what they're doing now is that the pack concept they're rehashing isn't compatible with the old pack it originally came from. B&H has zero compatibility with GTW or DO. The business simulation in the game is a mess that doesn't function because it's spread across so many packs and none of it works together. It would make more sense for a unified business system to be in the game instead of several at the same time. I know that Maxis can make packs work together because the off the grid/self sufficient/living off the land type gameplay found in different packs do complement each other. Cross pack features between occult/supernatural/paranormal types packs is hit or miss but there was at least an attempt.
