Everything is still locked even releases from years ago
Take a closer look at their tumblr
It's all conversions from TS2 and TS3 with a reshade preset to make it look different

Absolutely. This very much feels like it should have been a gamepack, and they added in just enough extra stuff to justify making it an expansion. "Oh but it has a full new world! And build/buy/CAS assets!" Yeah right. It's a glorified gamepack.

The one thing that appeals to me is the botany profession/career to cure illnesses, but I feel like the whole system is going to be too over-the-top goofy, and I won't enjoy it for that reason.

it's never well balanced or tested at all or good gameplay whatsoever
